For most chemistry, "stock solution" is diluted (it's 1:9 for the Ilford stuff I use).

If you put straight, neat, direct-from-the-bottle developer in your drum, it will have severely overdeveloped the film;  if you used straight fixer, it will have totally bleached it out.
