TEMPORARILY RENEWED FOR SIX MORE MONTHS - PLEASE CHECK AND REVIEW Feb 27th, 2024 Updating blocking requirement for big C consensus items from 1 to 2 people. Currently in order to block a big C consensus Item, we need only 1 member to block. Would like to update this number to 2 members. Perhaps the 1 member to block made sense when the community was tiny. It doesn't make sense anymore in our much larger community. If you cant convince anyone else to block with you, then maybe you just have bad ideas. The community should not have to make changes only folks with bad ideas think are good. This change would be provisional for 3 months [from May 23, 2023]. Also would only apply for member proposed consensus items, non-member proposed consensus items would still be block able by a single member. Also only 1 member would be required to block new membership. Also if any one member would like to block, but cannot because they are alone, they can request a 1 week hold to defer decision for an additional 3rd week. Finally being able to articulate reasons for blocking is required. Good faith blocking is the only acceptable kind of blocking. If no 'legitimate' reasons for blocking can be supplied then they community can override the block. Obviously this is subjective. However blocking just 'because' is not considered viable reason to block and wont be honored. |

Currently, there is an 8 week process to become a full Member, (Consensed on Feb 8th 2022), with 4 weeks dedicated to reviewing their application for concerns/blocks. But also, we Consensed in 2018 on a 2 week post-acceptance "oh shit" period in case a Member is late to block for whatever reason. We need to decide if this is still necessary since the new process allots so much consideration time and update the language accordingly so that it is clear that it overrides the old "oh shit" process, if it indeed does. We also want to clarify that big M ("full") Members are the only ones who can sponsor both Associate Memberships as well as big M Memberships. Proposal: 1. Amend the Feb 2022 Membership process Consensus item to say "oh shit" period is no longer necessary, and 2. Amend the Membership application form and associated documentation to state clearly that all sponsors must be Full Members in good standing. 3. Require that during active application status, it be noted in each weekly meeting notes during review the prospective Member and their sponsor. |

UPDATING ANTI-HARASSMENT POLICY and CODE OF CONDUCT
AHP Adopted by Consensus on 5/23/2023; CoC deemed not to require Consensus for modification Noisebridge currently still uses policies from 2013. A lot has happened in the past decade that has increased awareness about creating a safe environment for all. The alterations proposed are focused on reducing the generation of a hostile environment at Noisebridge that can negatively affect the user experience for a variety of members and visitors that are not part of the hegemonic social group. Noisebridge meetings regularly carry on for hours, to a point where community members are unable to stay until their items of concern come up for discussion. Our meetings can feel draining, dysfunctional, and frustrating. We must improve our meeting structure and moderation culture so Noisebridge can have healthier meetings, and so we can grow our community. Summary: Set 1 hour meeting goal. 1 meeting per month geared towards new folks. Other monthly meetings we get right to business. Active moderation, limits on discussion time and scope. 0) Respecting recently updated city / state requirements for coronavirus safety: Noisebridge is temporarily closed for “business as usual” - limiting activities at 272 Capp Street to “Minimum Basic Operations” and (possibly permitted) construction. While details may change, for the near term safe to say no in-person events such as classes, tours, parties, etc. The city's current 10 PM to 5 AM curfew may apply - in general, we'll be preferring to schedule work during daylight hours anyway.(See https://www.sfdph.org/dph/alerts/files/C19-07-Shelter-in-Place-Health-Order.pdf for details.) 1) Restricting the number of people indoors at 272 Capp Street to no more than 3 upstairs and 3 downstairs, and (as per current city requirement) mixing no more than 3 households total. 2) Relying on knowledgeable volunteers to coordinate efforts and facilitate safe working environment with good ventilation, distancing, and sanitation. 3) Prioritizing projects to safely open the space for more participants - especially ventilation and making good use of outdoor space. Also will need some specific signage and paperwork related to coronavirus precautions, as well as any permits required for construction - and deploying basic safety measures such as fire extinguishers and exit lighting. 4) Expiring these coronavirus-related restrictions automagically unless re-consensed within 90 days after initial Consensus. Frequent review and revision is expected via discussion at weekly meetings going forward. |

As a wheelchair user and severely disabled member, I cannot always take buses to the space and I know other disabled members have similar challenges. Let us move forward as a community and continue this improvement in accessibility. Let us not take steps or rolls backward after the physical space re-opens. Noisebridge should wait to consense on moving or not moving until after the community has had a chance to coalesce and have a meeting at Noisebridge in the interest of communal integrity and excellent process one way or the other. The current situation is one of extreme entropy not business as usual. We are living through arguably the greatest crisis in living memory. This might be the most important decision in Noisebridge’s history, not one to be taken hastily. Several community members have voiced concerns about communication failures around Noisebridge’s real estate process thought the quarantine. The meeting format has changed. The meeting time changed. And we are not able to have normal Noisebridge meetings at Noisebridge. The board member primarily responsible for relations with the current landlord recently resigned. Noisebridge has not sufficiently explored options at 2169 Mission St. given the drastically changed circumstances on planet and in the SF Real Estate market. The situation improves to Noisebridge’s advantage if Noisebridge waits. The community really wants to stay in its home but sees this as an unattainable ideal. |

Whether it is the rising political power of technology companies, the fundamental reshaping of the city through construction, or the evolving stance of the region towards the federal government, understanding San Francisco and its surroundings is a key part of understanding the broader political environment we live in. In the midst of this, the region is lacking nimble, well-resourced journalistic efforts to expose the political mechanics going on below the surface of these changes, and bring detailed coverage to a broader audience.
In 2017, we are seeking to raise money to try a small experiment in community-supported journalism. San Francisco All City (SFAC) is envisioned as a muckraking publisher focused on the intricacies of Bay Area politics, a book club with its own dedicated investigative journalism unit, and a force for increased transparency and reform in local government, all wrapped into one. All projects must be led by people who contribute or have contributed to the Noisebridge community in a meaningful way. Projects must be in line with Noisebridge’s mission to promote and encourage technical, scientific, and artistic skills through individual projects, social collaboration, and education. Projects that have a military purpose or police purpose, or intend to seek funding from any branch of the military or police, will not be accepted. Project leaders must be comfortable with the Noisebridge community knowing how much money their project has on hand, since it will be read out at weekly meetings during the treasurer’s report. We should subject project proposals to rigorous controls and close scrutiny, similar to membership applications. Every project proposed for fiscal sponsorship must be submitted for full Capital-C Consensus, with an executive summary posted online, and any member can block consensus without needing to propose an alternative. New projects are expected to have specific time limits on the length of their fiscal sponsorship, such as six months to a year, at which point project managers must get consensus to extend fiscal sponsorship. Projects such as Noisetor which have been found to be successful over long periods may seek indefinite fiscal sponsorship. Projects that violate Noisebridge's mission, accept military or police funding, spend money directly on political campaigns, operate as a for-profit enterprise, embezzle funds, or threaten Noisebridge's 501(c)(3) status will have their fiscal sponsorship automatically revoked. Fiscal sponsorship can also be revoked by consensus of the membership, excluding participants and recipients. The administrative fee charged by Noisebridge for acting as a fiscal sponsor will be 5% of all money raised through donations and grants, the same rate charged to Noisetor, the first and so far only outside project fiscally sponsored by Noisebridge. This is the low end of what nonprofits charge for fiscal sponsorship and is intended to cover extra overhead costs Noisebridge is taking on. Noisebridge does not have any paid staff and does not intend to hire any. We may, however, need to pay for additional legal and accounting services from contractors, which should be covered by the 5% administrative fee. Recipients of grant money and donations through fiscal sponsorship may be legally considered contractors of Noisebridge, depending on the amount of money raised and how it is used.
