Per Dan, re: access control:

wrt access control: having some experience with the so-called reality of dealing with bs in the space ... I personally have found no good use case for policy linking access to (associate) member status. If policy were code, the current access control language is a hairball compiling at best to a no-op ... Actually, the anxiety and controversy "associated" with the current language has at times discouraged some people (self included) from coming to the space - and perhaps even enabled more serious problems with facile navigators of arbitrary requirements (eg, Sid) ... Goal of proposal is to replace the controversial and practically deprecated as irrelevant language out of the policy and replace it with the stub, core value "as open as possible" leaving room for mindful and more realistic efforts going forward. Fixes the language now and gives a better base to build something real from.
